Arizona had territorial status from 1863-1912 when it became a state. Mike Gray was a member of the Arizona House of Representatives from 1886-1900. By 1889, Phoenix was named the capital of the Arizona Territory. So, it is likely that this photo dates from 1889-1900.

Per Mike Eberhardt: one interesting aspect of Mike Gray’s political life is that he was an elected Democratic representative but living during that period in the remote Rucker location in the Chiricahuas. Despite being well away from Tombstone and “civilization”, he maintained an unusual ability (and popularity) to be elected (and re-elected) to five terms.
